【提问】发现Delay of Game还有这么判的？

昨天看SF@MIN，第二节，11分30秒时，SF持球进攻，但裁判竟然判了防守方的Delay of Game。问题一：防守方也有Delay of Game的判罚？问题二：防守方怎么Delay of Game？

wiki上有关Delay of Game中涉及防守方的只有：
Also, the defensive team can be given the same penalty if they fail toquickly yield the ball to officials after a play has ended or prevent aplayer on the offense from getting up after the play.
两个都是说一波进攻后的情况，但上例中，是SF进攻已准备启球，时间耗完，但判防守Delay of Game。不解。
仔细看了一下，好像主审说是MIN93（23？）诱使SF64 false start什么的。

不过，当时的情况并非是进攻方很急，守方故意延时比赛。第二节11分钟，一个正常的进攻play，OL一个人头低下，然后又抬头。守方就判delay of game了。
